Bullies rule okay?

HAVE you been into a school classroom lately? Try it, you may get a surprise especially if it's a comprehensive. The language is appalling and shouting back at frustrated teachers commonplace. Apparently there is an epidemic of bullying and I can't say I'm surprised when the penalty for random violence is a few days isolation.
As a kid I attended a rough inner city school and rarely suffered from bullies and you know why? They feared the consequences of their actions. I was perfectly happy my school employed strict discipline and tough teachers; it kept the bullies off my back.
Now after outlawing corporal punishment and preaching tolerance, 'inclusiveness' and lenience what do we have? The largest number of assaults on staff ever recorded; foul-mouthed abuse bandied about with impunity and teachers careers ruined should they so much as raise a hand.
I do know some delightful kids and wonder what they make of our lily-livered inability to protect them from school thugs or provide a respectful classroom environment conducive to study. Whatever our explanation we have let them down.
